Citizenship verification procedure

Verification of Ukrainian citizenship applies to persons who are abroad and who do not have documents confirming Ukrainian citizenship, or if there is a need to verify the fact that such persons are or not Ukrainian citizens.

Documents on citizenship issues are submitted IN PERSON by appointment only.

If you need to make an appointment to the Embassy of Ukraine, please write an e-mail to [email protected], indicating the preferable dates of the visit.

Citizenship documents are submitted according to the consular district of the diplomatic mission.

The consular district of the Embassy of Ukraine includes: the District of Columbia, states: Alabama, Virginia, Delaware, Georgia, West Virginia, Kentucky, Maryland, Ohio, South Carolina, North Carolina, Tennessee and Florida, the associated states of Puerto Rico and the Virgin Islands (US), countries: Antigua and Barbuda and Trinidad and Tobago, the Commonwealth of the Bahamas, Barbados, Grenada, the Commonwealth of Dominica, Saint Vincent and the Grenadines, Saint Kitts and Nevis, Saint Lucia, Jamaica.

Consulate General of Ukraine in New York covers: Vermont, Connecticut, Massachusetts, Maine, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island.

The list of required documents to be submitted to the Embassy:

  1. Application signed and filled in Ukrainian language - zayava-na-perevirku-nalezhnosti-do-gromadyanstva.pdf;
  2. Original and copy of valid passport;
  3. Original and copy of birth certificate;
  4. Originals and copies of Ukrainian or USSR documents (domestic or international Ukrainian passport, USSR passport of the 1974 model with the stamp «Сitizen of Ukraine», etc.);
  5. Originals or copies of parents Ukrainian/USSR passport documents (if you left Ukraine as a minor);
  6. For non-U.S. citizen – copy of document confirming legal status in the U.S. (visa/green card/TPS/parole etc.);
  7. Copy of the document confirming residence address in the USA (driver's license/rent agreement/bill/bank statement etc.);
  8. Consular fee in the form of Money order or Cashier check in the amount of $30 (verification process) and $20 (certificate of citizenship or non-citizenship), issued in the name of "Embassy of Ukraine";
  9. Pre-paid self-address return envelope with tracking number (if you want to receive the certificate by mail).


All original documents will be returned during the visit.

The procedure usually takes from 2 to 6 months.

Based on the results of the verification you will receive a certificate confirming whether or not you are a citizen of Ukraine.

Therefore, procedure could be used to prove that person is not a citizen of Ukraine.
