Results of Geneva Negotiations on Ukraine

  • Ukraine – Russia negotiations with participation of the USA and the EU in Geneva on 17 April 2014 enabled the beginning of the process of de-escalation of the situation.  
  • The Ukrainian delegation has performed the principled task established by the government of the country.
  • The first step was made to force the Russian side to return to the channel of civilized interstate relations and international law.
  • All sides, including the Russian Federation, obliged to refrain from any violence, intimidation or provocative actions. We expect that the Russian side will adhere to the obligations it undertook and halt the activities of sabotage and reconnaissance groups in the territory of Ukraine and its support of separatist groups in the South and East of Ukraine.
  • It is agreed to disarm illegal armed groups and vacate administrative buildings seized by them. This step will permit reining in militant separatism and protection of security of Ukrainian citizens.
  • The document clearly indicates the inadmissibility of extremism and intolerance, including anti-Semitism that characterizes separatists’ actions in the East and South of Ukraine.
  • OSCE Monitoring Mission will play a crucial role in the settlement of the situation. We expect that the Russian side will cease putting obstacles in the way of access of the Mission to the Autonomous Republic of Crimea as one of Ukraine’s regions.
  • Upon its own initiative, the Ukrainian side informed the participants of the meeting about stabilization activity of the leaders of the state and government. All sides have recognized that the implementation of political and economic reforms is Ukraine’s domestic affair.
  • It was stated that the national dialogue will outreach to all of Ukraine’s regions. The Autonomous Republic of Crimea is an inalienable part of Ukraine.
  • It is important that the participants of the negotiations reaffirmed their readiness to support the steps of the Government of Ukraine to achieve economic stabilization.
  • The Government of Ukraine is set to look for peaceful ways of de-escalation of tensions in eastern and southeastern regions of our state, restoration of law and order, and return of life to legitimate channels.
  • In order to implement the Geneva agreements, the government has already drafted a law on amnesty of participants of mass riots in the East of Ukraine that will apply to those participants of the protest who would surrender their weapons and vacate seized buildings, with the exception of those suspected of capital crimes.
