The plan consists of 15 steps and provides for safety guarantees for all the participants of negotiations; amnesty for those who laid down weapons and didn’t commit serious crimes; liberation of hostages.

Also, it is planned to establish a 10 km long buffer zone on the Ukrainian-Russian border.

The plan provides for the withdrawal of illegal armed formations, establishment of guaranteed corridor for the escape of Russian and Ukrainian mercenaries, disarmament.

In addition, it is planned to establish units for joint patrolling in the structure of the MIA.

According to the plan, illegally seized administrative premises in Donetsk and Luhansk regions must be liberated.

Restoration of functioning of local government and central television and radio broadcasting in Donetsk and Luhansk regions is also among the items of the plan.

The plan provides for the decentralization of power (through the election of executive committees, protection of Russian language; draft amendments to the Constitution).

Candidatures of RSA Heads will be coordinated with representatives of the Donbas.

The plan provides for early local and parliamentary elections.

Also, it provides for the program of creating jobs in the region and restoration of industrial objects and objects of social infrastructure.

14.  Program of creating jobs in the region.
15.  Restoration of industrial objects and objects of social infrastructure.
