Congressmen Brendan Boyle (D-PA) and Brian Fitzpatrick (PA-R), House Committee on Foreign Affairs and Congressional Ukrainian Caucus members, introduced the Ukraine Cybersecurity Cooperation Act.
The bill states the U.S. policy to assist the Government of Ukraine to improve its cybersecurity strategy, including by providing Ukraine such support as may be necessary to increase most advanced security protection on government computers, particularly such systems that defend the critical infrastructure. It is also focused on supporting Ukraine in reducing reliance on Russian technology and assisting the country to build capacity, expand cybersecurity information sharing, and cooperate in international response efforts.
The draft legislation reaffirms the commitment of the United States to the U.S. –Ukraine Charter on Strategic Partnership, the Budapest Memorandum on security assurances, and supporting cooperation between NATO and Ukraine.
While malicious cyber activity against Ukraine constitutes part of the hybrid warfare of the Russian Federation against Ukraine, implementation of this bill would become an important contribution to the fight of the Ukrainian people against the continuing Russian aggression.
