On November 30, 2023, Ambassador Markarova participated in the first tour to Minnesota.

 Whistlestops is a multi-state public diplomacy initiative in support of Ukraine's recovery. Led by GMF President Heather A. Conley and Howard Buffett, this tour aims to spark discussions on the impact of the russian war against Ukraine on communities locally, nationally, and globally.
