Ukrainian delegation showed significant progress in intellectual property rights enforcement in Ukraine

Chairman of the State Intellectual Property Service of Ukraine Mykola Kovinya and Head of the Advisers Group to Vice-Prime-Minister of Ukraine Gryschenko - Oleg Voloshyn during their visit to Washington D.C. on September 6-10, 2013 participated in the public hearing of the Office of the U.S. Trade Representative (USTR) regarding intellectual property rights (IPR) enforcement in Ukraine.

During the public hearing, which was attended by authorized representatives of interested U.S. government and non-government organizations, including associations of right holders, the Ukrainian delegation has demonstrated to the American side the progress and the examples of systemic steps to improve the protection of IPR in Ukraine, especially in such key spheres as: improvement of the administration of collective societies and  royalties distribution; significant reduction in the use of unlicensed software by government agencies; the implementation of effective tools to combat online copyright infringement, and minimizing on-line piracy in Ukraine.

During the visit to the U.S. M.Kovinya and O.Voloshin also met the USTR representatives and top-managers of the International Intellectual Property Alliance, which is the main opponent of Ukraine under special investigation on IPR enforcement in Ukraine. During these meetings the American partners were informed of the increased attention that the Ukrainian top officials pay to the improvement of the IPR enforcement, as well as specific steps of the Ukrainian government in combating infringement of intellectual property rights in Ukraine.

High level of Ukrainian officials who participated in the USTR’s public hearing and clarification of the measures taken by the relevant Ukrainian authorities to significantly improve the level of IPR protection in our country, as well as demonstration of progress in IPR enforcement should contribute to the successful completion of special investigation and fair review by the USTR of the status of Ukraine in "Special 301 Report ".
