On January 15-18, 2013 a delegation of the State Aviation Service of Ukraine headed by the Deputy Chairman Eduard Diomin visited Washington, DC.
The program of the Ukrainian delegation included participation in the meeting of the Coordination Committee of European Civil Aviation Conference (ECAC) as well as consultations with the U.S. Federal Aviation Administration (FAA) on developing the action plan based on findings of the technical review, conducted by FAA experts in August 2012.
In the course of negotiations, held by the representatives of the State Aviation Service and the Embassy of Ukraine with American aviation authorities, Ukrainian delegation touched upon the measures taken on legislative and regulatory levels to eliminate the discrepancies found in the system of Ukrainian safety oversight during the recent technical review. Ukrainian delegation also expressed hope that Ukraine would gain the category 1 status of flights safety in the nearest future.
The FAA leadership positively assessed the steps taken by Ukraine in order to meet the requirements of the ICAO and emphasized its willingness to provide expert assistance in the course of preparation for the official technical audit of Ukrainian aviation.
Following the meetings, which were held in a constructive and friendly atmosphere, both sides confirmed their readiness to achieve specific results and reached consensus on further steps aimed at establishing a mechanism of Ukraine’s transition from the second to the first category of flights safety.
