Decision (№3488) of the Verkhovna Rada (Parliament) of Ukraine on the 90th anniversary of the Holodomor in Ukraine of 1932-1933
Honoring the memory of Ukrainians, who fell victims of the Holodomor in Ukraine, engineered by the criminal communist totalitarian regime in 1932-1933,
stressing that deliberate and purposeful killing of the millions of Ukrainians by starvation was yet another tool of genocide of the Ukrainian people by Russian imperialism, which until now has not changed its aim to destroy Ukraine and the Ukrainian people,
noting that the export of Ukrainian grain by the Russian Federation from the temporarily occupied territories of Ukraine, ecocide committed by the aggressor state as a result of the blowing up of the Kakhovka HPP, shelling of critical infrastructure facilities and warehouses with food and humanitarian aid, the elimination of Ukrainian political and cultural elites on the territories occupied by the Russian Federation, assimilation of population, deportation and forceful transfer of Ukrainian children outside of Ukraine, destruction, abduction and removal of objects of cultural heritage, attempts to destroy Ukrainian national memory, Ukrainian identity and impose a Russian instead, testify to the fact that the methods used by the Russian Federation against Ukraine and the Ukrainian people, have not changed,
underscoring with gratitude that, unlike in 1932-1933, Ukraine is fighting Russian imperialism side by side with the countries and peoples of the free world, which provided and continue to provide us with all the necessary assistance,
and on the occasion of the 90-th anniversary of the Holodomor of 1932-1933 in Ukraine, the Verkhovna Rada of Ukraine:
honors all citizens who survived this terrible tragedy, when artificially created famine was used as a weapon of mass destruction against the Ukrainian people for its ultimate subjugation, for brutal suppression of its aspirations to build up an independent state, for destruction of the Ukrainian nation, its identity, history and culture;
once again condemns the criminal actions of the totalitarian regime of the USSR aimed at organizing the Holodomor in Ukraine, which resulted in the significant destruction of the social foundations of the Ukrainian people, their centuries-old traditions, culture, genetic pool and ethnic identity;
expresses deep gratitude to foreign countries and international organizations that recognized the Holodomor in Ukraine as an act of genocide, namely Australia, the Kingdom of Belgium, the Republic of Bulgaria, the Republic of Ecuador, the Republic of Estonia, Georgia, Ireland, Iceland, Canada, the Republic of Colombia, the Republic of Latvia, the Republic of Lithuania, the Grand Duchy of Luxembourg, the United States of Mexico, the Republic of Moldova, the Kingdom of the Netherlands, the Republic of Paraguay, the Republic of Peru, the Republic of Poland, the Portuguese Republic, the Slovak Republic, the Republic of Slovenia, the United States of America, Hungary, the Federal Republic of Germany, the French Republic, the Republic of Croatia, the Czech Republic , as well as the Baltic Assembly, the European Parliament, the Parliamentary Assembly of the Council of Europe;
recognizes the large-scale, unprovoked Russian armed aggression against Ukraine as a continuation of the Russian genocidal imperial policy, the purpose of which is to punish Ukrainians for the desire to build a modern, successful democratic state, and for the civilizational choice to be part of the United Europe;
expresses deep gratitude to international organizations, governments, statesmen, representatives of the public sector and people of all countries of the world, who supported the Ukrainian people in this difficult time and prevented the aggressor's attempts to repeat the genocide that took place 90 years ago;
once again calls on international organizations and parliaments of the nations of the world to restore historical justice and recognize the Holodomor of 1932-1933 in Ukraine as a crime of genocide against the Ukrainian people and emphasizes that such recognition will be an important signal to those political regimes that want to resort to new acts of genocide and will strongly contribute to the task of ensuring a peaceful and secure future for next generations.
